There is no such requirement in Texas and Arizona where I have taught. Unfortunately as bad as this may sound unless you really know what the heck you are doing you are better off sending for the nurse. You make a mistake, expect to be sued.

Students can really suffer if you don't know basic first aid. What if a kid is choking, is bleeding, faints, vomits, gets an eye poked ( due to some idiot throwing stuff) and the list goes on and on and on. Spec ed kids have all kinds of stuff can happen. Seizures etc etc.
