Studying Oracle From Scratch for Oracle certification?

i am from chennai, Tamil Nadu... i am doing my 3rd year B.E Computer Science... i want to get placement in my next semester.. i am strong in c and c++ language.. i don't know any other language and i am not much interested in Programming or Developing... in my labs sessions i learned oracle and i much interested about the database management.. so i decided to start with oracle.. but i don't know what to start with... some say start with Pl/SQl but i am not aware of that.. and i don't what centre to choose for training?? should i need any self study for oracle before joining the course and i want to prepare for certification too... Kindly advice where to start and what should i do?????
