How to enter to the university abroad?

How can i enter university without paying fees ?

  • i was born in glasgow, i have a british passport but i left glasgow for 7 years and now im 18 and im back with my baccalearet exam and when i tryed to apply at the university they told me to pay fees cause they consider me as i international student until i live 3 years in glasgow then it will be free so can anybody help me ? im a bit lost and confused
