Federal bell grant not being used for school?

• Hi everybody. I just had a question about something. My cousin applied for financial aid in the summer and then received a federal pell grant. She receives $400 twice during one semester. The first $400 she got she used it to buy the books for her classes and a laptop and school supplies. The second $400 she got she has used to buy herself jewelry and clothes and things not school-related since she already had bought everything for her classes. Can she get in trouble for this?

  NO... It's her financial aid and if her tuition, books, etc are paid for then that's just extra money which she can use for transportation, rent, bills, etc. Although it isn't related to school she still needs clothes to wear and since she doesn't need to buy anything else related to school she can either save it or spend it. I personally believe people should save some of their financial aid just in case something comes up. (emergency fund).
