I need professional help to fill out the admission application form for UC Berkeley?

• I have a friend who is a US Citizen and her parent is not (She was born in US while her parent is visiting US 17 years ago. She will living here for two years by end of this year and attending a US High year since then. The question for the application is will she consider a California Resident or otherwise since she will not have a fill tax return for herself or her parent.. rather, her blood uncle as her legal guiardian does filled for tax return.. I am looking for help to fill out the form properly if it means I have to pay a service fee. Thank you
