Does what school you go to affect your chances of scholarship?

I've been told my only way into college would be by FULL Scholarship since I was in elementary school. Up to when I was 12, my Mom lived in a town with a bad school district (GreatSchools gives it a 4 out of 10), while my Dad lived with his parents in a neighboring town with a good school district (GreatSchools gives it a 9 out of 10). Though I went to the good school district and stayed with my Dad after school and on weekends, mom would normally pick me up after dinner on mon through thurs and I stayed at her house overnight-my actual room was there. But in 7th Grade, the good school district found out (probably by me and my big mouth), and hired an investigator to catch my mom on camera picking me up. They sent a slip, giving my mom a certain amount of time (I think it was 2-3 months) before they would prevent me from entering the school, during which she was expected to either register me for the bad school district or move to a place zoned for the good school district. She did-but it was a tiny studio apt. It was the following year (8th Grade) that I started getting bullied for being Ginger (since the school was over 95% White, it was pretty noticeable). I really started to dislike the school, so after 14 months, and along with the expense of the $1300 studio, we moved again. A cheaper and bigger place in an area with a school district with an 8 out of 10. I started and am currently in 9th grade at the high school, I like it a lot. My grades are higher (96 here , last average in the good school district was 93) Made a lot of friends. Since it's only 82% White, me being Ginger isn't a problem. I spend most of the week in that town, and stay with my Dad's family Friday night and Saturday morning. Everytime I'm there, they always say that I should go back to the good school district because I'm more likely to get a scholarship if I go there. Is that true? I heard someone say that the WORSE the school, the more likely to get a scholarship I am...could that be true
