How can i get a scholarship with free tuition fees in a good university?

I'm a man of 24 years old and doing study about B.Sc in civil engineering on a private university of south Asia. I got asthma when i was only 6 years old. It has destroyed my body resistance power and make me weaker. I've to take a lot of medicine everyday. Some medicine have bad side effects. For this reason, I can't study well. My position is going backwards day by day. Some of my classmates usually laugh at me. I have no way but weep alone. Now I'm in 4th year,1st semester and my CGPA is very poor (2.5). My family is not comparatively rich. I want to develop myself by making a bright carrier in engineering sector. What should i do now? Is there any educational scholarship with low tuition cost for my kind of students?... Specially in good universities of Europe, America or Australia?

Unfortunately much of the money that WAS available to help international students cover their tuition and university expenses at schools in the USA, Canada, United Kingdom and other European countries, and Australia have dried up. A few universities do offer scholarship and grant funds for just their own international students, which may only cover a part of a student's university costs. However, you will first have to identify the schools outside of your country that interest you and research what they may possibly offer. For international university students in the USA, they first need to obtain a United States Student Visa. Part of applying for and receiving such a visa is to be accepted by a US university as a student and be able to provide proof of finances to cover your living and university expenses for the full time you will be living and studying in the USA. Since more and more work is being exported from the USA, Canada, U.K., etc. to other countries with lower worker wages, you may find lucrative employment as a civil engineer in your own country, without having to work on and earn a Master's degree at another university.
