Are West Virginia university racist or not?

West Virginia University paid tuition deal?

• Today I heard that if you go to West Virginia University for engineering and graduate from there that you can do this deal where you work 5 years of engineering in West Virginia and then the state will pay for your whole tuition. I was wondering if this is legit and if there is anywhere I can go to get more information. Thank you.
