Education department won't let me continue education unless I pay back pell grant?

I dropped out of my classes and they want money that I recieved from financial aid. I don't owe any other loans or anything besides the pell grant. They say it's an overpayment to me because I dropped the classes. When I asked if I could make payment plans in order to continue school, they said sure. But I don't trust the guy I was talking to (who belonged to the department of education.) When I told him I had medical disability reasons that forced me to drop out of the classes (major bipolar swing), he said none of that is important, and I would be sent to collections regardless. He sounds like the collections agency themselves, and would do anything to collect money. I've been screwed out of my money before by a collection agency, after I paid them back due to being sent to the hospital by people breaking into my house in college and having no financial assistant to pay it back in time, until the attackers had enough to pay me. I had to pocket my own expense from my credit card. I have never had a late payment on my creidt card before. Can anyone confirm if it's true that I can continue school, if I set up a minimum payment plan with this department? He also said that I could also be receiving financial aid as long as I make a minimum arrangement.

It sounds like a scam. It wouldn't matter if the Department of Education said you owe money they wouldn't send you to collections. They collect by garnishing your wages.
