Can my college hold my refund check?

  • I go to community college in Phoenix and last semester I ended getting dropped from a class (which I thought I was already dropped for) They put me on financial aid suspension due to some Satisfactory Academic progress thing and while I wait for my approve I apply at another community college and change my FAFSA to include them so while this is going on I get a email from the first school basically stating that I was approve then suddenly they say that they've adjusted my aid from the previous semester and now I owe them $694.. I also get notice saying that the second school has recieved my financial aide information so i can begin school. Our schools give out book advances to help pay for books and such. So it's the week before my class starts and I didn't recieve it so I contact cashiering school # 2 and they're saying that they wont give me my advance nor my refund till I pay the debt to school #1 and something about being in the same district of schools. I email the head of cashier services at school # 2 and tell her i need my book advance to buy books and that I wish to get my refund and pay the debt with that but she sets it up so that I get a book advance (later this week) but states that my refund will be held for the same reason the book advance was. Can they hold my refund for a debt I owe to a different school?
