How do you get a full ride scholarship?

I'm a junior, I have a GPA of 3.8, and am in top 5% of my class, along with being in Student council and volunteering. My ACT was a 31. I know some people who say they have all these things and got a full ride 4 year scholarship to University of Nebraska at Omaha. I want to go there, and was wondering how they get the scholarships. I understand that you apply for scholarships for money, but do you have to apply for a full ride, or do the schools give it to you after you apply and they see how good of a student you are?

Answer:
full rides are extremely hard to come by. The only way you could realistically get one is if your a genus in your intended major. My schools valedictorian last year got a full ride paid for by Apple Inc. to get a comp sci degree. Its really hard and don't expect it to happen.
