How can I apply for scholarship if I am a foreign student?

Where can one find and apply for scholarship to American Universities as a foreign student?

• My younger sister (who is a Bermudian citizen) has already received some Academic scholarships -- she has excellent grades -- but she does not have enough to cover her entire schooling costs, so I was wondering if there was a site or sites where one can find and apply for sholarships to American schools even if she isn't American.
