When you submit SAT scores to a college?

Does this mean that i'll need to submit my SAT scores even though i've got the 24 college credits?

And if anyone knows, when will I be able to transfer to this college? Right after the semester ends? (by the semester ends, i'll have the 24 credits). Will there still be financial aid by then? Or will I need to transfer after Fall 09 semester.

You can apply now, without submitting your SAT score. As far as financial aid - this is a more general question that we get here quite frequently. There are certain forms of financial aid that are awarded from limited pools of funds - those are the aid forms that make it worth every financial applicant's while to get their applications submitted before the priority aid deadline each year. HOWEVER: The two largest forms of federal student aid, the Stafford loan and the Pell grant - are - for all intents and purposes - unlimited forms of financial aid. The priority aid deadline has no impact on those two forms of aid, and you will still be offered whatever Staffords and Pell you would have been offered had you applied months ago. Your late application for aid MAY prevent you from receiving some supplementary aid that you might have qualified for - but only the need-based forms of aid that are only available to the applicants who demonstrate "exceptional need". Complete the admissions application now, AND make sure that your 2009-2010 FAFSA has been submitted to the Department of Education. You know how the drill works - a few weeks after your forms have been sent in, you will receive an aid offer letter from your new school. You'll be offered Staffords for sure, and a Pell if you qualify, but only the school knows if they have any funds left to offer you in the form of institutional money, or some of the smaller, supplementary federal aid funds.
