How do I start a scholarship fund for children who have lost a parent to suicide?

• My brother commited suicide and his children and I have been wanting to start a scholarship fund for college in memory of him to be awarded to children that have lost a parent to suicide. If you have any info or know in what direction to point us it would be very helpful.
