Can a duty statement be recursive?

Statement :oboma states" college students will get a loan from the govt.but they will serve duty.?

  I got an Obama campaign flyer in the mail and it said that the money would be a $4000 'TAX CREDIT' for students to use for education. This means that if you pay over $4000 per year in taxes that you could not have to pay those taxes, but you would not get money in your pocket, you would get a credit to take on your taxes. The catch is that to get the TAX CREDIT and deduct the $4000 from the amount you owe, you have to be a student and serve 100 hours of community service that year and have $4000 in tuition expense. 100 hours of community service is 2.5 weeks of vacation if you have a job. I think if someone is going to school plus working, they might not have an extra 100 hours to serve community service. ??
