Can I transfer from a four-year university to another one with a different major?

Well if you know you want to go to art school now, then why go to the four year college to begin with? As for studying for an extra year, it will depend on the art school you go to. If they have strict requirements you will have to satisfy all of them and it is unclear whether or not your classes from the 4 yr uni will transfer. My advice to you is that barring some complex reason that you need to go to the 4 yr school first (like you wont get your inheritance unless you enroll in a bachelors program) If you know you want to go to art school apply there and go there.
