Transfer to another University issues?

Hey everyone, I'm a student of University of Scranton in PA, and I'm looking forward to transfer out of there by my junior year, if not spring semester of my junior year.....I know it is a random transfer window, but I really need help! My GPA is a 3.3 and I'm an accounting major. I'm not looking forth to go any big schools, but this one school I'm considering of is Northeastern University in Boston, or any school that has a good, well known business program. Finally, does sophomore year of university weigh more than Freshmen year? Thank you so much!!!

i go to school in wilkes-barre PA which is like 15 mins from you! King's College. we have a very good business program
