    While it is called "Rice Wine" it is made more like beer, i both Japan and China, basically the rices and rice bran are cooked, then a bacterial culture and yeast are added, it is allow to ferment, the solids drop to the bottom like beer and they syphon off the top, when I worked in Japan I had many from the common everyday ones to sparkling sakes, they make over 600 brands, and even age them like grape based wines, these can be pricey the Chinese ones are basically the same, some do infuse herbs, fruits and even age in old sherry casks, Chinese ones are drank at room temperature or cold, Japanese are the same, the cheaper restaurants warm the sake, this make it hit you faster, they do range between 12-30% alcohol, and have a kick if not prepared for it.
