What does it take to start a cafe/diner in las vegas?

I love to cook and the people that has eaten my cooking has always told me i should open a place. I say diner because thats what i think of when i think of a place to eat. meat and potatoes type of place. lunch and dinner maybe to start.. but i am not sure how to go about it....So i need someone who has or know how its done....
