What is the best place in NYC to celebrate a 21st birthday?

I am looking to celebrate with 15-20 guests possibly 10 guests. A list of places would be helpful. I would like somewhere not extremely expensive but fun. Manhattan or Brooklyn. A place to eat before would be helpful as well.

You know the movie Coyote Ugly? My friends and I went in search of the original bar the movie is based on. It's called Hogs and Heffers, and it's near the meat packing district in Manhattan. Had such a blast! Great people, good times. Just a thought...have fun :)
