Answer:
The limiting factors will be the quality of the original film, probably not that good, and the resolution that it was scanned at, presumably 480p. Given that, mpeg4 should be more than good enough and upconverting to 1080 will not improve the image one bit.

If it is already DVD, it makes no sense to convert it to other resolutions, except down if needed for a portable device. What you play it on will upconvert it to 1080i just fine. If you want higher quality, you need to transfer the film again, this time in 1080i.

since super8 is 4:3 aspect ratio, it makes no sense at all to convert to HD. the MPEG2 on the DVD is pretty good quality, that is the same compression as used for broadcast television.
