What is the best format to convert a dat. file vcd to a vcd that will play on my dvd player?

i have a vcd thats a dat. file, it wont play on my dvd player which plays vcd. i want to know what is the best format to convert the dat. file too. i tried to convert it but it came out smaller and wasnt to clear, i dont know which format is better for a dvd player. i tried divx but it wouldnt convert it, it says it doesnt support that file. i need to know what format would be closest to the original and clearest. and also what software is the best and free.
