As poster above said, get a tuner card and hook up the coaxial cable to it. You might want to DL some form of DVR software, though. If you have a bit of cash, you can also create an HTPC, using either Windows XP MCE, Vista, or a Linux front-end, MythTV.

Sure, your TV needs to have a TV TUNER card and plug in the CO-AXIAL input from the Dish Network's receiver's output for the TV. If you already have a TV connected to the Dish Network receiver, then you can use a splitter on the output to connect to both TV and the TV TUNER card in the PC.
