How to present big marketing ideas?

Any creative marketing/farming ideas on how I can dominate a certain location to get real estate listings?

  I am a realtor too but in my market there was this one female realtor who did this very thing and did it well. She started by pinpointing a single moderately priced neighborhood that was near much higher priced neighborhoods. She then saturated this one neighborhood with direct mail such that when it came to other realtors who marketed this same neighborhood, some of whom actually lived in the neighborhood could not compete because their marketing dollars were spread out and less thus less frequent. She would also make the most of every holiday by dropping off small gifts like flags on independence day and little pumpkins on halloween, all with attached pictured business cards and she would also walk the neighborhood in the evening as others did for exercise and sort of developed as minor celebrity since everyone knew what she looked like and her name. In the course of a couple of years she held more than 50% of the neighborhood listings at any given time then allowing her to expand her sphere of influence to the nearby more expensive neighborhoods. I really admired her especially since I was getting most of my clients haphazardly by meeting people in bars (lol)
