What should I do when a ebay seller can not cancel a transaction?

Everyone, here's the problem. Recently, I have won an item, but I have problems with my bank. I told the seller about it and cancel the transaction. The seller replies he's sorry, he can't cancel. He also replies that it's ok that I don't have to pay for the item. Wasn't the seller supposed to open a case and we both agreed to cancel the transaction? What am I supposed to do that the seller can't cancel the transaction. Also is it bad to leave an unpaid item for long periods of time even if the seller says it's ok?

The seller can always cancel a sale...and it would be in their best interest to do so, because then they get reimbursed for the sellers fee's. They probably don't know how to do it. Having problems with your bank is not really a valid excuse to not complete a transaction. You cost the seller time and money.
