What do I need to make a cash offer on a foreclosed home in Texas?

  • I am about to offer $100 on a property that's been on the market for over 2 years the realtor says their hasn't been a single offer in the time listed so I have cash and I don't want any inspections or anything I just want it clear out I have checking savings and credit and have more than needed to buy the home at the offered price?
