Landlord did not pay the water bill, shutting off water. what can i do?

so today I recieved a notice on my door from the city department of public utilities stating that the water bill has not been paid by the landlord and the water to the entire apartment building will be shut off on 1/13/09. I talked to the managers of the building and they have told me that he will not answer ANY calls whatsoever and has already lost 5 of his other properties to the bank. So needless to say, I doubt the bill wil be paid and we will be without water. What can/should I do if this happens?? Do I have to move or what? The manager told us all that we didnt have to pay rent on the first, they will tell us when to pay if he pays the bill, but when they shut off the water that will me my apartment will pretty much be extrememly poor living conditions with no shower toilet or drinking water. Is there anything I can do?

Try contacting the health department, an attorney and get together with the other residents to discuss what can be done. This is wrong. You should have been given notice of this. The landlord ( slumlord ) doesn't want to accept any calls because he knows he has done an injustice. I am not sure you'll have to move but without water it's not a good idea to stay there. Do you have and deposits or rent coming to you? I would fight this action until something was resolved. I feel badly for you and the other renters. Hope it will all work out for you.

You should contact your local and county government offices to explain your dilemma. They should be able to direct you to the proper public office to have this situation looked at. This is an emergent situation and you will get the help you need. Don't panic -- just get together with a couple of other tenants and do the research you need to do to keep your building habitable. Again, contact your town and county or even state agencies for help -- there must be help for this and it will happen very quickly. By all means -- be a voice of reason and calm in this situation--don't try to retaliate against anyone, don't do anything to damage your building -- stay on the high road and you will all get the assistance you need. Times are very difficult right now, but help is available...

Two possible plans of action: 1. Move 2. Since the tenants have been relieved of rent payment for January maybe they would pool rents and pay the outstanding water bill. Not a good long term solution but an opportunity to buy time to relocate.

Call anyone you want to but you have been given the bottom line at least 2 times in simple terms, start looking for a new place to live because the writing is on the wall.

You can call the city. They should do something about it. Call the city councilmen. I don't know where you live, but I know the state I am in they would not allow the water to be shut off due to the cold temperatures this time of year. But if the landlord is letting his properties get foreclosed on, it sounds like you should find a new place to live. If you really like where you live maybe you could ask dig around for someone at the city hall to help you. Or the media. The media is good at advertising when there is a scumbag landlord not doing something. Maybe that could lead to some help. But like I said if the landlord is going through foreclosures he probably doesn't care what happens, which means the water might only be the start of your problems. If you can move now would be the time since you can not be held to a lease agreement if you are living in with inhabitable conditions, like no water. Good luck!!

I would contact the city and let them know that is going on. Espeically the landlord tenant office. Also I would go above management and seek out the asset manager for the property if its owned by a huge company, and let them know what is going on. Also contact your local news too... that will light a fire up anyone's butt. Then I would start looking for a new place. Also make a copy of the notice on the door, if your landlord comes after you for breaching the lease, that you have evidence against him. Having running water is a basic living necessity in the US. EDIT: Even though the notice says not to, still do it so that they are aware it is a rental property. The landlord tenant office is separate from water/sewage.
