How should I refund a ebay buyer a partial amount if a SNAD dispute closed & he didn't accept the offer?

So basically a buyer (I am the seller) opened a not as described dispute and after suggesting an amount for a partial refund I countered that with a $45 offer. (We have been negotiating a price via email for a few weeks.) He said he was fine with it in the email so I offered that partial refund price in paypal and a hold was put on that money in my account until this person accepted the offer. The next morning it says the case was closed because it had been 20 days and that hold was removed on the $45 dollars. Oddly on paypal's website it said that he denied the offer and no money was taken out of my account. Am I not obliged to pay that amount anymore and did the buyer just not hit the accept button in time before the dispute closed? I will send the guy the $45 so I get positive feedback and I am a trustworthy person, but what should I do to send him the money. I know another dispute cannot be opened, but I don't want to send him money via paypal and then later I get another 45 taken out of my account. Any advice would be appreciated. Thanks!

paypal has a 'refund" aspect to your profile, use this as it will also refund you the fees associated w/ the amount you refund and the other party won't have to pay a fee to receive the refund (if i remember correctly). this is the best way to maintain a 'good ebayer' status as there are no lost fees. i also believe h the buyer has 45 days from the item sale to continue the dispute, so i wouldn't say you're off the hook just yet, w/o more details. ps. the refund is available in the details of the transaction, i believe. k, i haven't done a refund for a while, but i thought that you could modify the refund amount after you selected it. but it's been a while and i don't have any transactions at this time to double check this line of assistance, sorry. the othehr choice is to just send money, but then, when i've done that, i send the 2% (or whatever it is) for the fees as the recipient will not get the full refund, just a customer service aspect i try to use.
