How long does it take for the money to be transferred to your bank account in Belgium?

I have a transaction from Germany to Belgium. The person in Germany says that it takes about 2 days to go to your bank account. Is it true? How long does it take then? Also, if I want to transfer some amount inside Belgium to another bank account, then how long does this process take to have the money in my account? What is the rule and time for money transaction in Europe?
