  I've seen this question many times recently by young people. The word "fundraising" is for non-profit companies and you'd need a certain kind of state license for non-profits. Non-profits are churches, organizations like for specific illnesses like cancer or alzheimers, or even a race by the animal shelter for people to help stray pets. Fundraising is NOT for people like you. If you need money you need to EARN it. Otherwise it's illegal. What your mother is saying to you is that the economy is so bad that she doesn't have the money to send you. You can either believe her and understand the monetary situation in the USA and worldwide, or you can get a job yourself and see how difficult it is to earn money today. Wants and needs are two different things. Today people are giving up a lot of wants because the needs like groceries are more important. I'm positive your mother didn't say you should fundraise, to have strangers pay your way. I'm sure she said you should earn it. So figure out a way to work to pay for that. If you're 13 or older you can babysit, help a senior citizen, maybe carry in some groceries, shovel some snow (if you have it), walk some dogs, sit with an elder person so the caregiver can go shopping, etc. If you have a special talent that you can teach someone (like setting up their website) then do that. Maybe you can pass out flyers or stand aside a street with an advertising sign on your back.
