How do you buy stuff on ebay with an unverified paypal account?

Can I buy stuff of Ebay with an Unverified Paypal Account? and Can I use a Prepaid visa card to verify?

Please answer my questions, I'm not 16 or 20 years old so I don't have a credit card and I wanted to know if I could use a prepaid visa card to at least verify my account so I can buy stuff on Ebay with the funds in my account. The only thing I have is a TD Bank Debit Card (It says access card) and it does not have a Mastercard or Visa logo on the front of the card so I don't know if it would verify my account Please help.
