How can I open a bank account?

• I dropped out of university because of mental health problems. I had like an £800 overdraft at the time. They closed my Natwest account. I can't seem to buy anything or get paid money without a bank account. I was claiming benefits but they can't pay me without an account. So i'm setting up a post office account. That account does nothing except receive my benefits so I can withdraw it from the post office. I want an account so I can exchange money online. I want to try sell some of my stuff on Ebay. I have a website that I need to keep the domain name of. It expires in June. I need to renew this as the website can bring me in £10-40 a month. It might not seem like a lot to you but I am living on £50 a week and half I have to give to my mother to stay here. So I end up with 0-£10 a week to spend depending on what I eat. How can I get a new bank account? I don't care about overdrafts or anything. I just want to set up a paypal account and be able to buy and receive money from that account. I am 21.
