Will the new healthcare plan pay for people who can't afford to buy health insurance?

I know healthcare will be mandatory in a few years, but what if you can't afford to buy it? Is the government paying for it or what? If not, I'm not so sure I like the idea of being forced to pay for something I can't afford.

First, YOU don't get to define if you can afford it or not. Second, if you're low enough income, AFTER you've paid for it for a year, IF you file an income tax return, you'll get a credit for some of the money you've paid in. That's the government's "help" for lower income families. Third, most people CAN afford some type of basic health insurance. Most people are spending that money on other things that they "feel" are more important - unlimited cell phone service, cable tv and pay per view, going out to eat, going to the movies, etc. If you're relatively young, and relatively healthy, you can by a limited plan for under the cost of your monthly cell phone bill. It's all about priorities.

No it will not like that as you are understanding wrong. After the health insurance will be mandatory for every person, at that time you will be asked to buy a health insurance as per your budget / or how much you can afford. They will never force you to purchase a health insurance with high premium. Health insurance is only for your benefits not for the insurance company.
In 2014 unelss the law is repealed, you will be buying a policy from an insurance exchange in which everyone in the country can also buy. If you qualify by income there will be a government subsidy to help pay, or you may get a tax credit when you file your return. If you don't buy insurance, there will be a tax liability instead which many people are calling a fine or penalty. There are many things in life we have to do that we don't like. But this is for your own benefit, not for another person's benefit. Without great numbers of people buying from this exchange, individual insurance will remain as expensive as it is now and not within the means of many people. You might get a job with group insurance by then and you will be covered that way.

The terms "affordable" and "deficit neutral" were just a buzzwords used to make it sound good. But costs will undoubtedly go up to pay for the taxes it imposes on medical supplies and investments, increased coverage requirements, reporting requirements, and increased government bureaucracy. But it is difficult to pinpoint exact costs because they are trying to spread the cost of people who need insurance to people (like you) who do not currently have or need insurance. I was working full time for 34 years before I actually got anything out of health insurance that my company and I had been paying for all those years. And I wonder how much money I could have saved up in that time if there were long time health savings plans instead. But insurance companies get a discount, so total cost for the minor outpatient surgery I needed would have cost much more if I paid it myself, than the total amount that my insurance and deductible actually had to pay. And some people don't have good genes and/or don't take proper care of themselves, so you never know when you might need medical treatment.

The law will require most U.S. citizens and legal residents to have health insurance. It creates state-based American Health Benefit Exchanges through which individuals can purchase coverage, with premium and cost sharing credits available to individuals/families with income between 133-400% of the federal poverty level (the poverty level is $18,310 for a family of three in 2009). The law expands Medicaid eligibility to 133% of the federal poverty level. If you do not buy qualifying health insurance there will be penalties imposed. The penalties will increase every year. Exemptions will be granted for financial hardship, religious objections, American Indians, those without coverage for less than three months, undocumented immigrants, incarcerated individuals,those for whom the lowest cost plan option exceeds 8% of an individual’s income, and those with incomes below the tax filing threshold (in 2009 the threshold for taxpayers under age 65 was $9,350 for singles and $18,700 for couples).

Yes. Absolutely no one will be forced to pay for anything that they cannot afford. Anyone who cannot afford to pay anything will get medicaid for free. Anyone who can afford to pay something, but not enough, and does not get free health insurance, will receive a subsidy from the federal government and will have to pay what they can afford, or less.
