They may be poorer than a good team (depending on the city, the citizen's devotion to the team, etc.), but could still be very profitable, which drives the value of the team. In some cases, the same reason some of the teams have poor records also drives up the teams value. Some of the worst sports teams are highly profitable (on a percentage return basis) specifically because the owners put very little money into them (resulting in poor records).
