How can I find the most helpful phone rep when researching a get a credit card?

• I want to get a new credit card. I found various credit cards by surfing the internet and I suspect the Citi Forward Card would suit me. Before siging up, I want to ask many detailed questions, but when I phone them I always have to speak to someone who doesn't sound confident. They try to be helpful, but it's always someone who sounds like they are from outside of the U.S. and apparently aren't experienced with answering detailed questions like "Would my school loan payments gain me redeemable points?" So, how can I get to talk to who can best answer my questions? I want guaranteed answers about official terms of agreement, not guesses.
