Can paypal take money from my credit card if i make a paypal account but i do not connect it to websites for example ebay, amazon.

yes they can, say if you are selling stuff on ebay and you get your monthly invoice from them for the fees and there is not enough in your paypal account, they will take it from your bank account

What they "can" do and what they are legally entitled to do are 2 different things Paypal often do things they are not legally entitled to do, problem is - once they have got your money its YOU that has the problem getting it back.

If you pay for something and there's not enough money in your PayPal account it will come straight out of your bank account.
