How can you register a Vanilla Visa gift card to use online?

In the cardholder agreement it clearly says "If you wish to make internet, mail, or phone order purchases, you will need to go to www.vanillavisa.com and enter your name and address prior to performing an internet, mail, or phone order transaction." But when I go to the website you can only register your zip code. I just bought this in the hopes of using it online with psn and steam, but it looks like I won't be able to because the gift card company lied in the cardholder agreement.

You just put the card info on the psn store. I've done it b4 you don't have to register it.
