  No where. In Canada, all Visa Cards are issued through Interac, and only banks can be members of Interac Some stores (Loblaws, Canadian Tire) offer MasterCards. Most major Canadian chain stores do offer pre-paid gift cards, but they are not associated with VISA Most major Canadian banks offer secured VISA cards (you deposit an amount of money to the bank to secure the card) but these are not gift cards.
