Can you overdraft a Paypal Debit Card and/or a Visa Pre-paid credit card or will it decline?

I am tired of getting overdrafted by banks, so I switched to a credit union, but I still do not want to use their debit card. I want to use the Paypal Debit card (and/or Visa Pre-Paid giftcards) for my purchases instead. I want to know if the Paypal Debit card will decline my purchase if I am out of money and have no backup funding connected, and/or will a Visa Pre-Paid credit card? I want to be declined when I have no funds, rather than face an overdraft or insufficient funds fee.
