How do I close my paypal account without linking it to a bank account first?

I want to close my paypal account but it still has some money in it and i can't send that money to someone else because it's frozen due to the fact that I haven't been "verified". I don't have a bank account so I usually fund it with moneypak. A while back I opened another account because I really needed to make a payment and as I was expecting this one was locked as well. I know that might have been a huge mistake. Now I have 2 paypal accounts with a a little bit of balance on both and no bank account to link them to. Is there other way to close them and just send my money to a friend's account or something? All I want to do is close those accounts but I don't want to lose my money...It's not a lot but still.
