When a guy open any url, does the url owner get any credit/money from ISPs for using ISP service from that URL?

It's the other way around. Traffic costs the ISP. For a personal account, a certain amount of traffic is included in the monthly bill. For a commercial account, there is an additional charge based on how much traffic. Personal accounts are monitored so that they don't have someone running a commercial web site on a personal account.
