Are delays with mail sometimes normal? (USPS?

Why was my USPS Priority Mail sorted twice in the same town and three days late?

• I am expecting a USPS Priority Mail package that is now three days late. It was sorted twice in the same town a few hours away. It was basically stalled there for nearly two days. This has never happened there before. Why now? It is a small box that could have been dropped on a truck two days ago. It was supossed to be delivered three days ago. It should have sped through or taken "Priority". Not.
