Hi, as a seller am I responsible for refunding the initial shipping cost the buyer paid when purchasing the item? He decided to return it and now wants me to pay him back for the shipping costs of shipping it to him.

Generally no. If they simply changed their mind then that's too bad. However you always need to make clear on your listings what you will and won't do. If it was because of a mistake you made in the description then you need to return the shipping charge.
