Why can't subway hire family members?

That is their policy and they can hire whoever they want. Whenever friends and family work together, 95% of the time that brings added drama to the workplace. Many employers have very similar rules to prevent these things from happening. Also, collusion is much more possible when you have these types of relationships at work. Never crap where you eat! Try this scenario: Your cousin gets caught stealing and it has been going on for a while. Guess who is the next #1 suspect in this.....YOU. Now if some random co-worker gets caught, they have really nothing to tie the two of you together. If your cousin was stealing over a significant period, it is only common sense to assume you knew something...even if you did not physically take anything.

It's not a law or even an official Subway policy, but there are a few reasons why the store's management may choose not to higher family members. A few years ago at the Subway I work at, the general manager was dismissed for negligence. His two daughters, wife, and family friend quit on the spot, which was half of the store's staff. Also, it is much harder for family members to resolve work problems in a professional manner. They are much more likely to raise their voices or bring personal matters into the situation. The management has to make sure that relatives don't report to each other, which isn't always feasible.
