There is very little information about a company by that name on the internet, which makes me suspicious. Also, I searched previous Yahoo Answers and found other people asking basically the same question as you. Modeling agencies in general are a great way to scam people. They feed a person's ego by telling him or her how attractive they are and how successful they could be, and take advantage of their need for positive affirmation or their desire to get rich without having to work too hard. Modeling is an extremely tough industry, so it may seem like this is an easy way to break into the business, but in reality, few models are successful. Most legitimate agencies represent their models without charging the model - instead, they take a cut of what the model earns from photo shoots or appearances. You should not have to pay for the "privilege" of having this agency represent your daughter. I strongly recommend you do NOT give them any money.

If they are asking for money they are scammers. At best they are overcharging for their services, but normal modeling agencies work on straight commission.

Any agency that asks for money upfront can be considered a scam.

I don't know a single legitimate agency that charges their models a monthly fee - they should be making their money through commissions and booking fees AFTER they book your daughter on a job. If they have to charge each model $20/month, that means they are probably not booking enough work for their models to support the business - not a good sign. Also, you should NEVER pay your agency for pictures. A legitimate agency should give you a list of recommended photographers in your area for you to contact on your own, negotiate a price, and pay the photographer directly. If you are being asked to pay for pictures through the agency or through one specific photographer, find another agency. My old agency had a list of 15-20 photographers that the models could call, or even use another photographer they found on their own as long as the photographer was experienced in shooting models I would look for another agency
