What are some factors that influence strategic, tactical, operational, adn contingency planning?

That is quite a lot of question.. a central command post, type of incident, first responders, central commuinications, do all players have access to radio frequiencies used by command, training, list of all available resources and phone and/or pager numbers, weather... The list is larger than space allows but a good resource is asking the city you reside in for their disaster plan or from your library a copy of reference such as "Fire Command" or like resources for implementing your plan..
