it would be the bigger store (Safeway) as those are really franchises in your case It would be Safeway (not Starbucks) know this because one my friends works for starbucks (company) and she can NOT use her starbucks discount at any instore starbucks or at the airport) if it was owned by starbucks then she could) since those starbucks store are not companied owned)
