Has anyone else got this rebate processor. from Lethbridge Alberta GCE Work Central?

I sign up for this rebate processor from GCE Workcentral out of Lethbridge Alberta. then you link into this program that is called Smart Choice Jobs. I downloaded the program but I'm unable to use it because of the layout.(for printing purposes) I'm starting to wonder if this was a scam. Does anyone else have this program and have it work?
