Driving with a PA learners permit in NJ?

I called both the PA DMV and the NJ DMV and they had conflicting answers. The PA DMV said no but the NJ DMV said a person with a PA permit can only drive from point A to point B. My question is can a PA resident holding a PA learners permit drive in NJ?

No, you cannot drive outside of PA with a learners permit.
