Where is the cheapest place to rent a car at 18?

Before you say you're too young to rent a car, I'm not. I live in New York where the age is 18. Me and my friends are going on a roadtrip and want to find the cheapest place to rent a car. We are not concerned about the cheapest place to actually rent the car, but we are trying to find the place with the smallest surcharge for our age. Some companies charge like an additional 60 bucks a day which is ridiculous, so I want to find a place with a smaller or non-existant surcharge. Thanks.

sometimes enterprise is very cheap. but i have often seen at the used car dealerships, they have cars just sitting there. they let u rent those cars for a very low price (depending on how many miles u r going to drive). shopping around will definitely help u save money.
